## What Is a Zero Tax Rate?

A Zero Tax Rate is a statutory rate of zero applied to a defined tax base or taxpayer, with scope set by national law.

*Also known as: 0% tax rate, Nil rate.*

## How Zero Tax Rate works

A Zero Tax Rate applies when the law sets the rate for a given income, entity or transaction at zero, and the item generally stays within the tax system rather than being removed from the base, so registration, filing and reporting obligations may still apply. The scope decides the effect: a zero rate on one income type leaves other income taxable. In VAT, zero-rating keeps supplies taxable and input tax recoverable, whereas an exemption does not. Other countries may still tax the same income through residence, CFC or minimum tax rules, so the practical burden depends on local rules.

## Zero Tax Rate vs Tax Exemption

Unlike a Tax Exemption, which removes an item from the tax base, a Zero Tax Rate keeps the item within the tax system at a rate of zero.

## Example

Illustrative example: Country A applies a Zero Tax Rate to dividends received by resident companies but taxes trading profits normally. A company in Country A still files an annual return reporting both, and its shareholder resident in Country B may be taxed on distributions under Country B's rules.

## Common misconception

**Myth:** A zero tax rate means no return or reporting is ever required.

**Reality:** A Zero Tax Rate often leaves filing, registration and reporting duties in place, and other countries may still tax the income under their own rules.

## Frequently asked questions

### What does a zero tax rate mean?

A Zero Tax Rate means the law applies a rate of zero to a defined item, such as an income type, entity or supply, while the item usually remains within the tax system.

### Is a zero tax rate the same as an exemption?

A Zero Tax Rate keeps an item within the tax system at zero, whereas an exemption removes the item from the base; in VAT the difference affects input tax recovery.
