What Is VAT Registration?

VAT Registration is the administrative process enrolling a business with a tax authority for value added tax, under thresholds set by national law.

Also known as: Registering for VAT, VAT enrolment.

How VAT Registration works

VAT Registration is required when a business makes taxable supplies in a jurisdiction above the local turnover threshold or, in many countries, from the first supply where the business is not established there, and registration then obliges the business to charge VAT, file returns and keep records. Voluntary registration is often possible below the threshold, generally to recover input VAT. As of October 2026, GOV.UK states a turnover threshold of GBP 90,000 for UK businesses and no threshold for businesses based outside the UK. Thresholds, deadlines and simplified schemes differ by country and are subject to local rules.

VAT Registration vs Permanent Establishment (PE)

Unlike a Permanent Establishment (PE), which concerns income tax nexus, VAT Registration can be required for indirect tax purposes without any fixed place of business in the country.

Example

Illustrative example: A studio established in Country A starts selling services to customers located in Country B. Country B applies no registration threshold to non-established suppliers, so the studio registers for VAT there before its first sale and files periodic VAT returns, while its income tax position in Country B is assessed separately.

Common misconception

Myth: VAT registration is only needed after opening an office or company in the country.

Reality: VAT Registration obligations generally follow taxable supplies, and non-established businesses may need to register without any local office or company, depending on local rules.

Frequently asked questions

When do I need to register for VAT?

VAT Registration is generally required once taxable turnover passes the local threshold or, for non-established businesses in many countries, from the first taxable supply there, subject to local rules.

Can a foreign business register for VAT?

A foreign business can generally register for VAT where it makes taxable supplies, and some countries require VAT Registration of non-established suppliers regardless of turnover.
