## What Is a Cross-Border Pension Transfer?

A Cross-Border Pension Transfer is a retirement-savings operation moving accrued pension rights from a domestic scheme to a foreign scheme, subject to national law.

*Also known as: International Pension Transfer, Overseas Pension Transfer.*

## How Cross-Border Pension Transfer works

A Cross-Border Pension Transfer occurs when a member who has moved or plans to move abroad asks a domestic pension scheme to pay accrued rights to a foreign scheme, and the sending country's rules decide whether the receiving scheme qualifies and whether the transfer is taxed. In the United Kingdom, the receiving scheme must be a qualifying recognised overseas pension scheme (QROPS), and a 25% overseas transfer charge can apply, depending on the scheme's location, the member's residence and an overseas transfer allowance. A change of residence within five years of the transfer can trigger or refund the charge. Receiving-country taxation of later withdrawals and treaty treatment vary.

## Cross-Border Pension Transfer vs Overseas Pension

Unlike an Overseas Pension, which is any pension held in a scheme outside the country of residence, a Cross-Border Pension Transfer is the act of moving accrued rights between schemes.

## Example

Illustrative example: A UK pension saver relocates to Country B and transfers savings to a QROPS established in Country B. Under the gov.uk rules, the transfer is generally not taxed while the saver lives in Country B and stays within the allowance; if the saver moves to Country C within five years, a 25% charge may become due.

## Common misconception

**Myth:** Moving pension savings to a scheme in the new country of residence ends all tax ties with the original country.

**Reality:** The sending country can keep taxing rights through transfer charges and look-back periods, such as the UK five-year rule, while the new country generally taxes later withdrawals under its own rules and any applicable treaty.

## Frequently asked questions

### Is there tax on transferring a UK pension abroad?

A Cross-Border Pension Transfer from the UK to a QROPS can attract a 25% overseas transfer charge, depending on where the scheme is based, where the member lives and the overseas transfer allowance.

### Can a pension be transferred to another country?

A Cross-Border Pension Transfer is generally possible where national law allows the move and the receiving scheme meets recognition conditions, such as QROPS status for UK transfers.
